Toolbars Out of control

My toolbars, which include those provided by Google, NAV
and Roboform, are out of control. The checks no longer
correspond to the actual toolbars and what starts starts
on one line at the top. I can rearrange them in a session
but when I restart IE they're back at the top. I can lock
them but when it restarts they're back at the top whether
or not they were locked when I shut it down. Any cures
for this mess? Thanks.
