Toolbars missing from Explorer

When in My Computer for example the tool bars are not
present. They are not hidden. I have hit F11 to maximize
the screen and get the tool bars there but they dont show
up there either. I can right click on open sapce and
select Open and get them toolbars back until I close that
window. When I open it again they are not present again. I
saw this issue after I installed Kazza but the F11 trick
worked for that. Anyone?
