Toolbar wont unlock

I just upgraded IE7. My problem is I have too many toolbars on top of the
browser and I cannot unlock one of them. I’ve already closed the TAB toolbar
cause it is not needed. But the other three toolbars are taking up too much
space. I can move and unlock the 'Menu' toolbar when I go to
menu/view/toolbars and uncheck lock toolbar. But I cannot unlock the new
toolbar which uses an icon for tools. When I click the icon tool/toolbars, it
will not uncheck. This makes it impossible to move the toolbars, to try to
combine them. I've tried to do the customize toolbar but the toolbar I am
have trouble with is not there. Does this make sense to anyone? Any solutions
out there?

This is not a windows issue. Post in the IE general newsgroup that has been
set aside for IE7 beta.
