IE7 Toolbar wont unlock

I just upgraded IE7. My problem is I have too many toolbars on top of the
browser and I cannot unlock two of them. These are the new toolbars that
came with IE7. I’ve already closed the TAB toolbar because it is not needed.
But the other three toolbars are taking up too much space. I can move and
unlock the 'Menu' toolbar when I go to menu/view/toolbars or right click and
uncheck lock toolbar. But I cannot unlock the two new toolbars (one is the
navagtion window and other is icons for history,fav,tools ect.,). The one
which
uses an icon for 'tools", when I click the icon tools/toolbars lock, it will
not uncheck. This makes it impossible to move the toolbars, to try to combine
them. I've tried to do the customize toolbar, but it does not help it only
lets you move the order the icon are in. Does this make sense to anyone? Any
solutions out there? WinXP sp2
