My Tone Control In Volume Control > Advanced Is Grayed Out.

This is the control that sets the Bass and Treble Settings.

What can I do to turn the setting back on?

this is enabled only if your sound card has this feature. For example mine
does
not and it is also greyed out. If you seen this in the past and you know
your sound card has this feature, you will need to install the drivers that
came with it on cd, or
download them from its site.

you do not need a new sound card.. most audio players have equalizers...
Windows Media player has a bass booster and surround effect also.
there are software enhancers also like this

also for winamp you can add an extra equalizer that is free as a plugin
so you will actually have 2 of them working at the same time.. its an
overkill
but you can do almost anything now with software.
