Treble and Bass

My Treble and Bass are gray and disabled located in the
Advanced panel of Sounds and Audio Devices portion of the
Control Panel. I'm using a laptop and have no external
speakers. Is that the problem, or is buying a pair of
speakers not the solution?
 
It's probably because of the soundcard (the laptop doesn't have a good one
most likely).
