my desktop background seems to be blocked and i dont know how to unblock it.
can anyone tell me how to fix it?

Assuming you mean you cannot change your desktop background image?

Is this your computer or is it a memeber of a corporate domain?
What is your background currently set to display?
Were you able to do this at some point and now it keeps reverting to
something you do not want?
Do you know how to change your background image?
What message - if any - do you get when you try?
