Zipped files still blocked

I am reading this thread about blocked zip files. I have the same problem, I
had photos sent to me in a zip file. I followed the instructions and clicked
UNBLOCK. Then when I try to extract it again, I still get the same error
message re blocked but now the UNBLOCK is no longer available. I don't see
how emailing it to myself again will change anything. What now, is there a MS
fix?

1. Use a third-party zip handler like WinZip
2. Move the .zip file to a FAT32 partition, and move it back. This ensures
that the zone information attached to that file is reset.
