For the life of me, I can't figure out how to make a program run on my
XP SP3.
I have an html shortcut, that when I select it, I get an error saying
my security setting for it is blocking it.
The specific applet is:
file:///C:/c/Chinese%20Toolbox/CharTest-CD.html
It may involve JAVA, and yes, I have it installed and it seems to run
for other .JAR files.
Can someone tell me a stepbystep procedure to unblock or at least
lower the security settings? I can't seem to do it.

The fastest way to change security on IE, is to use the sliders.
In no time at all, you can have security completely botched on IE

One web site worked out, that storage of IE security settings, involved
about a total of two thousand registry entries. Most of these come about,
because there are five environments, multiple duplicate copies of the
same settings, lots of "multiplicative" factors to drive up the number.
While you could edit the settings by hand, the sheer number of them
makes it a challenge to do properly.
If I was doing your experiment, I would:
1) Back up the OS partition.
2) Mess about, taking lots of chances.
3) Restore from backup, once you've learned what you need to know.
That will put all your "safe" settings back, and ease the damage.
The problem with Java-based payware, is to get your money's worth
from it, you'll be leaving Java installed on a full-time basis. And
that's a security concern. For example, if you leave Java enabled
in the browser preferences, then visit Yahoo.com, you could
join the two million people infected by a Java exploit in
some advertising stuff. (That happened just recently.) At one time,
I was all in favor of Java, but there have been too many negative
articles in the tech press, for me to consider it to be a
viable runtime environment. I don't have a problem running a program
in it, but it's when it is left running and exposed to Internet
stuff, that bad things happen.
