time limit on users accounts (Shared Computer Toolkit alternative?)?

i thought there was a *FREEWARE* utility (for both Windows 2000 and XP)
that allowed editing of certain users functions (such as when and what
time a user could login and when a user is forced log off) that are not
normally found in XP Home Edition (but I believe can be found in Windows
2000 and or Windows XP Pro). IIRC, it also limited to when and how long
a specified account could have internet access (similiar to the Group
Policy and Local Security Policies snap-ins but provided these same
functions for XP Home Edition)

If not, is there a way to limit what times of day the 'guest' account
can be used and how long the 'guest' account can be logged in? (in both
2K and XP, esp. XP Home Edition)? ..and limit when and how long these
accounts can use the internet?

use that nor will it do me any good on 2K (or with Guest account).

but it appears to be alot like the microsoft version (shared computer
toolkit) :-L

what i'm looking for (and hoping to find) is one that uses functions
already built into XP and 2K (a frontend i guess) since these functions
are 'hidden' in XP Home Edition. (i'm looking at not just to limit
access but also the times of day and how long these accounts can be
logged in).

i thought there was one mentioned either in acf and or mpwxp (but did
work in 2K) a few years ago but, obviously, i can't find it now. :-(

I used to run a firewall called NetVeda Safety.Net back when I was running
Win98SE and sharing my PC with my son. I remember that I was able to set
up certain times that my son was able to get online. Now that he's an
adult and has his own PC, I never re-installed Safety.Net on my new PC with
XPPro.

Hmmm, I have another last freeware at my site that lists over 1,600
tweaking settings for XP. Maybe something in that would be usable:
