User Accounts won't open from control panel

I'm the computer adminsitrator and log on to the computer locally.

I'm trying to open user accounts from the control panel but it just won't
open.

I am trying to switch on the guest account but each time I try to open the
user accounts control panel it does nothing.

In computer management I can right click on the Guest account and switch it
on but It doesn't show up on the welcome screen either.

I now have the Guest account on But I had to restart my computer in safe
mode and log on as the over all system administrator to do so.

Is this a new security feature with windows xp????

Try re-registering the User Account control panel applet:

regsvr32 c:\windows\system32\nusrmgr.cpl
