Time is off by an hour

Odd, the system time in the start up tray is correct, but when I go through
Windows Explorer or Create of new Folder in Word (both), the folder has a
time of exactly one hour later. If I save a .doc, it has the correct time. I
have Office XP Service Pack 3 and am using Office 2007. Has anyone else run
into this?
 
Does Windows use the correct time zone? (Control Panel > Date and Time)
 
Yes, it is correct at Eastern Time Zone and as I mentioned previously, the
time is correct in the Taskbar bottom right.
