win xp pro sp3, dst, file timestamps also changed

Hi,

I am running win xp pro sp3. At the switch to DST, not only did my system
clock change, but all file timestamps were changed forward by 1 hour.

I looked at ms support, and found this article

where it described the fact that in 2007, ms changed the time apis, which
led to file times being off by 1 hour. It referred me to this win xp update
KB955839

Has anyone installed this update?

Will it solve my problem, and correctly change all file times back 1 hour -
after the fact, now that the DST switch has already occurred?

Replying to my own post - new wrinkle, I checked - the IB I mentioned below,
was installed on this machine in 12/08. BUT it did stop all the file
timestamps being changed.

I believe this patch should have stopped this from occurring, unless I read
it wrong. Help in any way - would be greatly appreciated. deb

Answering myself again. I think I see my problem discussed in the 'Bug in
NTFS' thread - did not see it immediately. I am switching to that thread.

This only affects the date(s) when Daylight Savings Time takes effect.
Since Daylight Savings Time transition dates are more political in
nature, no one can predict from year to year the date that governments
will pick for changing from one to the other. This was just an update
to make things right for the current political climate.

I have the same issue.

MS OneCare Tech Support thought they fixed the issue by Manually
resetting the Time. You guessed it, at some time since, about one
week, XP Pro reverted back to DST vs EST, it's one hour behind the
rest of the World. My System is never shut down, All updates have
been made!

Does anyone have any knowledge how to correct this?

One hour and 40 minutes with MS India driving / changing /
adjusting has not helped. It appears that others are having the
problem but I have not found any admission or correction of the
issue from MS.

Sure. Setting the time back one hour will work until Windows Time
automatically resets the time from the internet (about once/week).
You'd be better served by changing your time zone one to the East...

Without knowing what service packs you have on your machine, I can only
assume that your version of Windows does not know the correct dates
that daylight savings time takes effect. The very simplest way to
correct for this is to download Microsoft's Time Zone Editor and reset
the effectivity dates for Daylight Savings Time on your machine to
start on the Second Sunday in March and end on the First Sunday in
November (Assuming you are in the US). Read the following article:

Scroll almost all the way down to "Method 2". It will give you a link
to download the Time Zone Editor and give you instructions on how to
use it.

Oh, and not to miss the obvious, you _do_ have the "Automatically
adjust clock for Daylight Savings Time" box checked in the Date and
Time / Timezone control panel, don't you?

Yes, I have had it checked since day one of XP-Pro.

I have every update up to today!

Hmmm,
If you are up-to-date on your Windows patches, then also consider the
possibility that you are time-synching to another machine that might be
off by one hour. Usually time differences as big as an hour are logged
in the System Log. Use the Event Viewer to see if any big time changes
recently occurred and which machine caused it.
Start->Run->Eventvwr.msc
Double-click on a line for detailed view.

If you have internet access, you should use a public NTP server to set
your time. A list is available at:

"A list of the Simple Network Time Protocol (SNTP) time servers that
are available on the Internet"

To enter a NTP time server:
as an administrator, bring up a command prompt and enter the following
commands:

net time /setsntp:tock.usno.navy.mil
w32tm /config /update
w32tm /resync /rediscover

Substitute any NTP server after /setsntp:
Also, you can verify the timezone/savings time that your system thinks
it's in by entering the following command:

w32tm /tz
