Time email received is 23 minutes off

Have checked my system time and internet synched it for Pacific time and it
is correct. My computer is at the correct time. But my email received time
is off by 23 minutes. Example: I sent an email at 8:10pm, the person
replied at 8:11pm but my email says that the email was received at 7:48pm.
This is happening with some - not all - of my email. I can send myself a
test email and it's correct. Why is this happening? Thanks!

That problem is due to one of your incoming mail servers having its clock
misadjusted. Select one of those messages with the incorrect time, then
press Ctrl+F3. This will show you the 'Received' headers which are time
stamps added by each mail server handling the message. You should be able
to spot the server that has the wrong time stamp. If you need help, post a
copy of those headers here.
