Can someone tell me how to place a tilde ~ over a letter, as in the spanish
letter n
 
You don't. You can however use a the character that already has it.
Just type Alt-0209 to get Ñ

You can find all avail char for any given char set if you go to Start -
Programs - Accessories - System Tools - Character Map

or simply type ~ and N Ñ (that is AltGr ¨+ N - on a norwegian keyboard )
