Tidying up system files - help needed.

Because of the way my PC was configured by the manufacturer - HP, I
find that there are some files associated with the default main user
that I can't get at, as they have been designated system files. In
my eagerness and ignorance when this machine was delivered we just
started using the one account the machine was delivered with and later,
when I knew a bit more, I set up separate accounts for the family,
leaving the original default as my account and the system admin. I now
want to tidy things up.

I've been around the create new account, make it an Admin account,
change my account to Limited, reboot and try from the new Admin account
loop, but to no avail, access is denied to the files in question,
index.dat and others of a similar nature.

I realise I could create a new account for myself and move everything
to there, but this fills me with some trepidation. Also, as I
understand things this would still leave these files as they are on the
system, and I still wouldn't be able to get at them.

Is there anything anywhere I could tweak to make these files accessible
from the new Admin account?

Short of starting again is there any other way around this?
