All of a sudden FP 2003 is adding a "Thumbs.db" to my Web. This site does
not have a db attached to it. Can I safely delete it and why does FP put it
there? Thank you.

The thumbs.db is add to your web because you open the folder with your web in Windows Explorer.
Avoid open your folder holding your web content outside of FP will eliminate the problem.

You can turn the feature off on Windows Explorer folder option for caching thumbnails.

Thank you. I know how to turn off caching thumbnails in Windows Explorer but
I see that "on" is the default. What happens if I turn them "off"? Will that
cause any problems?

No
It just means the thumb nails will take longer to generate since they are not cached (in the thumbs.db)

It will cause no problems, just that the thumbnail has to be created each time you view a folder of
images. Again avoid opening folder with web content outside of FP.
