Thumbnails ?

My win2k laptop won't show thumbnail pictures. It shows the picture
icon in thumbnail format ('thumbnails' being selectable as a view),
but it won't show actual miniaturised pictures. How do I make it
generate actual picture thumbnails instead of just showing me the icon
?
