thumb nails don't show image

When I open Windows Photo Gallery I have one folder that displays
a generic icon for the thumbnail while all of the other folders
show a small representation of the actual photo. What am I
missing here? Why would just one folder behave differently?
Is the a property that needs to be set somewhere.

All jpgs in both folders. I'll have to check I guess it's possible that
one folder had them listed and jpg and the other as jpeg. That might
explain why one folder displays and one doesn't. I'm not at that machine
right now I'll have to check later.
