There is no Accounts option in the Options tab of Outlook Express

I have just changed my ISP and when I opened Outlook Express it terminated my
internet connection. After ringing my new ISP I was told I had to setup a new
Account in the Options Tab of Outlook however there is no Account option for
me to start a new account, my ISP believes Outlook to be corrupted and to
reinstall XP.
I would prefer not to do that and am hopeful of a simpler solution from
someone out there with more experience in these matters than my ISP.
I have tried uninstalling Outlook through the Add or remove optional Windows
components and then reinstalling it but it has not helped.
From what I can gather when I dial-up with my new ISP and open Outlook,
Outlook only has my old ISP details, so disconnects me from my new ISP and
brings up the connect to options for my old ISP. This is very annoying as I
cannot recieve mail.
If possible I would like to delete Outlook completely from my system and
reinstall it from my Windows XP CD as currently when I uninstall Outlook then
reinstall it reinstalls from somewhere on my HDD (which is more than likely a
corrupted install package) and not my XP CD (which should have a clean file).
Any help would be greatly appreciated, thank you.

The subject line says "Outlook Express", but the body content says
"Outlook". Those are two different Microsoft email clients. Which are
you using? "Outlook Express" is an email and newsreader that comes with
Windows, but "Outlook" is a mail client with separate message and
contacts files as well as calendar functions (note that "Outlook" shells
to "Outlook Express" for news reading functions). "Outlook" is normally
obtained as a part of "Microsoft Office" which in turn is a separate
application package included with computers by the retailer or
manufacturer (NOT by Microsoft as part of Windows). I'm thinking you are
actually using "Outlook Express", but current versions of Outlook
probably have similar settings (newest "Outlook" I have is "'97")

I think you may be looking in the wrong place to resolve your issue.
From the Outlook Express "Tools" menu open the "Options" menu. I think
the Outlook is attempting to change connections due to the Outlook
Express/Internet Explorer connection settings. On the "Connection" tab
click the "Change..." button and make appropriate adjustments which MAY
include removing obsolete dial up connections, adding dial up
connections and choseing the appropriate among "Never dial a
connection", "Dial whenever a connection is not present" or "Always dial
my default connection". In some cases broadband Internet users might
need to select "Never dial a connection".

Do you mean Outlook Express? Please don't call it Outlook. That just
confuses people since the two are very different programs.

Go to Tools, on the menu bar, and click Accounts.

I am sorry for any confusion I may have caused with my calling Outlook
Express - Outlook. I was not aware that there was a program in Microsoft
Office called Outlook because I do not have Microsoft Office. In my original
message I said that I would like to install Outlook (Express) from my Windows
XP CD and as far as I am aware Microsoft Office is not available on the
Windows XP CD, which would mean that I am having trouble with the Outlook
Express that came bundled with Windows XP SP2.
I have removed all other network connections apart from my current one
however Outlook Express still disconnects from my current ISP and opens up
the dial-up connection for my old ISP.
I do not have a accounts option under any menu bar heading in Outlook
Express to enter my new details so it wants to connect to my old ISP to check
for mail there.

Once again I have made a mistake this time in calling the Tools menu item the
Options tab. I am sorry for this I did not have Outlook Express opened at the
time, I did not want to be disconnected from the internet by opening Outlook
Express and checking When I made my first post. Sorry.
In Internet Properties I have changed in the connections tab from Dial
whenever a network connection is not present to always dial my default
connection and I am no longer disconnected from my ISP when I open Outlook
Express but it still wants to check for mail on my old ISP Server and I
cannot enter my new ISP details in Tools/Accounts as there is no Accounts
under the Tools menu bar item.

I did just that and found someone with the same problem. From their Answered
post I was able to fix my problem just from changing a 1 to a 0 in the
registry using Regedit.
The change in value gave me the Tools/Accounts that I needed to setup my new
mail details and delete the old. I can now receive mail.
Problem solved... Thanks to all who helped
