Outlook Express

Dear Sirs:

Dell 8300, Microsoft Windows XP Professional.
Outlook Express just stopped working correctly. When
activated, it dials my ISP, the ISP comes on line, but
Outlook Express gets to CONNECTING... and it just stays
there, then I get a time out message with the following
error message, (0X800CCC19). I have worked with my ISP
support they say since I can connect with the WEB page,
and retrieve my email, it's a Outlook Express problem.
They also say, file (POP3UIDL) may be corrupted. I can't
find POP3UIDL on my machine. I have used ADD/REMOVE to
remove and add Outlook Express but to no avail.

Any suggestions on how to fix this? Thank you.
