Themes/Navigation not showing when I publish

I am trying to publish a site to a host that has front page
extentions...However, my homepage is not showing up like it does in the Front
Page Preview. (I'm running Front Page 2003 witn XP Home). My shared borders
(on the top and bottom) are not showing up at all. I have navigation that is
on the left side that isn't showing up. My background associated with my
theme is not showing up. I called my host and they said it was a Microsoft
issue. All folders are publishing to the host when I look on the ftp, but
they aren't showing up on the actual page! Please help! Let me know if I can
provide any other info.

open your local web in FrontPage and then open the home page.
Re-apply the theme and shared border.
Save the page and publish.
