Theme Page Can't get submit to work

I am doing a corp. site and the search and feedback
submits just bring up a Need password window. I got the
theme from Front Page 2000 that was built into the
program.
I can't find which page or pages to set the Permission on
or which Permission to use.
Any help would be greatly useful!

Make sure the pages are not located in the _private folder.
