I'm trying to create a site that has different themes on each page and apply
the graphics that go with each theme, example banners, button, etc. I can't
seem to access the insert banner and navigational button on the insert menu.
what can I do to apply these things

Have opened your site in FP (not just a page) and have you created a Navigation View of you pages in the site
