I have XP Home Edition on my computer. For some reason,
when I want to open the task Manager (ctrl, alt, delete)
it opens but the bar that shows the exit button, all of
the tabs, minamise, and maxamise isnt there. I found a way
to close it, but the bar on the top of the Task Manager
isn't there. I need help.

Greetings --

You're running Task Manager in "Small Footprint Mode." Simply
double-click anywhere along the top or side borders to return to a
normal view. Alternatively, pressing <Ctrl>+<Tab> will allow you to
cycle between the various displays, and <Alt>+<F4> will close it.

Hi,

Double-click near the border to return its appearance to normal.
