i keep getting an error message when i try to use task manager
(ctrl+alt+delete) saying that the administrator (me) has disabled task
manager. I didn't disable it (i don't think). But i can't figure out HOW to
turn it back on.

I'd guess that it has been disabled by a rogue application, like "Malware
Doctor" that you mentioned in an earlier post. That would be to make it
difficult to kill the processes you'd need to stop so that you can manually
remove it.

I have no idea whether any of them can remove Malware Doctor and fix the
changes it has made to your system. Ransomware like that is written to be
difficult to remove. The most straightforward solution may be to reformat
and re-install Windows. (I said straightforward, which is not the same as
easy.)

I would start here:

Download, install, update and do a full scan with these three free
malware detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/
AVG (AVG): http://free.avg.com/

See how that works and please get back with an update.
