First make sure that the computer is completely virus/malware-free since
malware is a prime culprit for disabling the Task Manager.

If the machine is clean, see:

Try clicking in start > run and type in gpedit.msc somewhere within
this program mentions the task manager make sure it is being blocked.
Sorry I can't tell you exactly where but there are a lot of different
things to go through.

Ray,

Re-enabling the Task Manager is easy:

START | RUN | Type 'regedit (without quotes) & press ENTER

Navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Double-click the existing key in the right pane

Key name: DisableTaskMgr
Key type: DWORD
Value: 0 = enable task manager, 1 = disable task manager

Close the registry editor

-----------------------

Alternatively:

Right-click the Desktop | New ---> Text Document
Paste between the lines below into that text document

-----------------------------------------------
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
]
"DisableTaskMgr"=dword:00000000
-----------------------------------------------

In Notepad:

File menu | Save As
Filename: "Task Manager.reg" (including quotes)
File Types: ALL FILES (*.*)

Click the SAVE button which will create a registry file
Double-click the file & enter the data into the registry & click OK to exit
