The local policy of system doesn't allow you to login interactivel

I am getting the above error when I login to my server. I think I am having
a problem with AD and that it has lost its domain controller (used to be this
machine). I need to be able to change this without logging in. I can see
the hard drive from the network. So ... if I can change something on the
hard drive to get in, I would be able to get this issue resolved. This is
extremely important as there is a backup associated with the server that is
not functioning.

The two settings that I know of that you need to check are
SeInteractiveLogonRight =
SeDenyInteractiveLogonRight =

Make sure the Name or SID of the user you are trying to logon to the local
machine is in the InteractiveLogonRight and is NOT in the
DenyInterActiveLogonRight. You will need to edit the gpttmpl.inf file with
these settings. You may need to increase the version number as well.

These values are in the file, gpttmpl.inf? If so, this may be exactly what I
am looking for. Where is this file located?
