Why would anyone want to download and install a User
Interface that does only what they themselves can already
do. Cluttering an OS with unecessary junk like this
program is an unusual way for Microsoft to act. Good luck.

These are not a user interface, they are a collection of tools written by
Microsoft programmers for enhancing the UI. They offer a safe way of
modifying the Registry File to affect changes not otherwise available.
Microsoft has been providing these tools since the advent of Windows 3.0.
TweekUI has been around since Win95. You can read more about these tool at
the Microsoft site:

Your point is well taken in that they are not necessary, but a nice to have
collection.
