The DSA object cannot be deleted.

I get this message whenever I try to remove a server from
the "Active Directory Sites & Services" screen. The
server I'm trying to remove no longer exists but I didn't
get a chance to "demote" it from the domain because it ate
itself. Does anyone know how to tell Windows that it no
longer exists, you can safely remove it?
 
I bet that if you followed the article that Richard suggested you would be
able to resolve this. Look specifically at the bottom part about using
ADSIEdit to change the userAccountControl from the 532480 to 4096.
