I was browsing the internet while all of a sudden the text
messed up. I couldnt read anything. It was all a blur.
All i could see were blurry blotched lines all over the
screen.

Is this a problem with my computer ? this is about the
second time it has happened and im not sure if it causes a
problem with my computer.

Is this problem localize to IE, or is it your entire screen?
If it is the entire screen, then your video card, video card drivers,
monitor, and monitor cable are suspect
This is the second time it happened, how long between the two occurences?
What can you do to troubleshoot:
1. Make sure you monitor cable is tightly connected
2. Update your video card drivers if possible
3. Switch the monitor with another computer's, and see if the problem
follows the monitor
4. Do step 3. with the video card
...I'm hoping that you won't need to get past step 1 or 2, or else your
gonna get your hands dirty ;)
