Terminal Services Licensing Activation

I have Terminal Services running in application mode on a Win2000 server,
and the "free" period has expired, so I must activate the licensing server.
However, all the devices that will access Terminal Services are Win2000, so
I don't need to buy TS licenses. How do I activate the licensing server
without buying unwanted licenses?
