TERMINAL SERVER USER INTERNET CONTROL

Hi, I'm an IT Technician and I manage some terminal
servers.
I have this problem: internet connection using the
terminal server browser.
In particular I want to permit some users to browse all
the internet environment, instead the other can access
only in 2 internal (LAN) web servers, So I need that all
users can see the Internet Explorer icon but that
something has to check the username and if it matches the
list of users that can access the internet, permits them
to do this thing and for the other not.
Can someone help me??
With a proxy??
