Terminal server over a hardware VPN

I have a client with several sites, and a terminal server
at the main office with apps on it. Most of the sites
connect just fine, but there is one that can't even find
the TS. They can log on to the network, get mail and such,
and are in all other ways on the network. But when it
comes to the Terminal server they get a message that says
it can't be found.
does anyone have suggestions?

Once they establish the VPN, have the user ping the
terminal server and telnet to port 3389 on the terminal
server. What happens when they do this?
