Terminal Server exceeded max # of allowed connections when using Remote Desktop

Hi,

Hope someone knows the answer... I've searched the net and
can't find the answer to these question...

1. Is there a maximum # of allowed user (or connection)
when using REMOTE DESKTOP (XP clients) to connect to a
Server 2003?? I do not have Terminal Server installed as
I don't need it but I do have 3 consultants plus 2
administrators that needs to come in remotely and so far,
only the first 2 remote users I setup can login and the
others get an error message after login of "The Terminal
Server has exceeded the maximum number of allowed
connections". Please note not all of them are logging in
at the same time... it's one at a time but still... only
the first 2 users are able to login. I also double
checked and even when NO ONE is logged in remotely or
locally... the 3rd and on up user setup for remote desktop
access CANNOT login and gets the error message above.

2. If there is a limit of # of users... is there a way to
increase this number.. I really do not need the full blown
Terminal Server and don't want to load the server down
so... is there a way to increase the # of users for Remote
Desktop (users.. not connections) without installing
Terminal Server??

Thank you!

Ken Wu
