Terminal Server 2003

My Terminal Server went off line after the grace period of 120 days. When I try to connect to it, it tells me that I cannot connect to it. I ust set up the Terminal Licensing Server on a Windows Server 2003 box. The Terminal Server recognizes the Licensing Server, but I still cannot connect to the Server. Does anyone have any clue how to bring the TS back up? Thanks!
 
Have you bought and installed TS CALs on the TS licensing server?
