Temporary Internet Files

I would like to view a user's internet usage. Where would
I go to view this usage? I tried to look at the
index.dat file in the Temporary internet file folder but
could not read the file. If this is the file that I look
at, how do you read the file?

Try opening IE and going to the History panel (Ctrl + H); you might have to be logged in with their ID (I'm not sure, you probably should check it)
