USER TEMPORARY INTERNET FILES FOLDER IN "DOCUMENTS & SETTINGS"

QUESTION

Under each User, in the Local Settings folder (In Documents & Settings
Folder), there should be the folders "Temp" and "Temporary Internet Files".
For some reason, there is only the "Temp" folder. In this folder, it appears
that the temporary files are being stored there, but here is an example of
how the are listed: DIO181.tmp. These files are listed as an IE web site,
but they will not open. What happened to the "Temporary Internet Files"
folder that contains the folder "ContentIE5", which would contain the web
sites that are viewed and can be viewed again?

Under "Administrator" and "Default User", the "Temporary Internet Files"
folder is there. I tried to copy it and paste it in for each User, but I got
the message that the folder already exists (but it doesn't).

Can this be fixed? Does this mean that someone has spyware in my computer?

I forgot to mention that there is no History Folder for each User either. I
cannot copy and past one in because I get the message that it already exists
(but it doesn't).
