Temporary internet files disappear

In Windows XP SP1 with IE 6 SP1 with all hotfixes applied. This is
happening to 3 Computers are over 1Ghz P4 with 128mb DDR memory. All
connected with 100Mbps connection to Win NT4 SP6 Servers.

IE loads home page very slowly or crashes. When I looked at Tools,
Internet options, Temporary Internet files settings, The folder
setting is gone. When attempting to change the size from 0 to
anything, it tells me "Please set a value between 0 and 1 for storing
temporary internet files" Can't move folder, when selecting move
folder. "there's not enough room to move the temporary internet
files...." There's over 4G of space available and I normally set the
space at around 400 MB.

Due to roaming profile issues with slow logins, I changed the default
location and setted the temporary internet files at c:\cache with full
user rights. This is still happening at times with this and when
switched back to default user documents and settings folder. 2
consultant firms are stumped with this problem. My workaround is to
set IE in the users startup folder so it will start right away on
login, before any other apps are run.

I searched around for answers but with no avail.
Any help appreciated
