Temporary folders HELP Please

When I download anything, it all goes into Temporary folders. Iv changed the
settings in internet options (genaral) but nothing seems to help.
Has any one got any ideas as its driving me nuts.

normally when you download you get a
open / save
window. click the save option. next window browse to where you want to save it.

normally IE always downloads to temp and then MOVES to the selected location.
