temporarily disabling programs, possible??

Eeek!

I have a new PC that I'd like to set up so that only my Encarta Reference
Library is accessible. Kinda like they do in some public libraries where
only certain features are available. How can I do that??

The Internet is not the issue as it doesn't have a modem. I'm trying to
prevent my kiddo from getting off task and starting games on the PC instead
of using it for the encyclopedia. I don't want to get rid of the games
completely, but just be able to set it up when needed as "encarta only."

Well generally all permissions to access any files or programs is based on
the user account that is logged into the machine. You could in the simplest
case make your son a normal user account (if you haven't already). Then use
explorer in your (admin level) account and bring up the properties/security
settings for the game's .exe file. Select your sons account from the list of
user names then click the "deny" "read and execute" setting. He will not be
able to play the game when logged into that account. You could even make two
accounts Son-Research and Son-Games and lock out all the games in the
"research one". Might be able to do that at the folder level to more
effectively block the entire game directory as well
