When I save a template it provides a check box to save in
current web. What difference does it make and why would
I do it?
 
If you save the template in the current Web, then it's
only available when that Web is open. However, the
template is available no matter which computer you (or any
other designer) happens to be using.

If you *don't* save the template in the current Web, then
it available no matter what Web you're working on, but
only on the computer where you saved it.
