Did you try right clicking on the Taskbar and unlocking it? Then if still
too high, put the mouse arrow on the top edge and when it changes to a
double headed arrow drag it down.

Please do not type in all capital letters. On Usenet - where you are
posting whether you realize it or not - typing in all caps is considered
shouting, rude, and many people won't answer your post.

You probably have got the Quick Launch border too far over to the right.

What happens is that the end "margin" of the QuickLaunch toolbar has
gotten so far over to the right that it is now down below. Unlock the
Taskbar (right-click on an empty area of the Taskbar and uncheck the
Lock Taskbar option if it is locked) and then "grab" the dotted line* on
the bottom bar and drag it up to immediately to the right of the
QuickLaunch icons. Now you've successfully made the QuickLaunch toolbar
shorter and can "grab" the top bar of the Taskbar and "push" it down to
the regular one-tier height.

*If you are using the Classic theme, you won't have a dotted line but
rather a solid one.

Ow, my ears hurt (from your screaming).
Ow, my eyes hurt (from reading all caps).
Screaming doesn't get you more attention. It gets you less attention.
Children should first ask their parent(s) for help.
