Your question is like asking a doctor "I don't feel good. How come?"

Just as with doctors, if you want help with computers, you need to describe
the symptoms of your problem accurately and completely. "Messed up" doesn't
tell us anything to help you.

Right-click the Taskbar, deselect "Lock the Taskbar". Resize to your
liking, lock the Taskbar in that position.
