Taskbar unstable

My taskbar does not always show the icons for programs
that are active, even though set to do so. From one boot
to the next, my Norton Virus Protection icon appears or
does not. My D-Link monitor appears or does not. My
sound icon appears or does not. How can I fix this? It
may be something to do with boot order -- is there a way
to check this?
