Taskbar Twice As Thick As I Want It To Be

When I display the Quick Launch Toolbar on the Taskbar, it adds an empty line
below the existing group of icons. I can't get rid of the extra line unless I
stop displaying the Quick Launch Toolbar altogether.

This happened suddenly this morning. What do I do?

What happens is that the end "margin" of the QuickLaunch toolbar has
gotten so far over to the right that it is now down below. Make sure
the QuickLaunch bar is checked for display. Unlock the Taskbar and then
"grab" the dotted line on the bottom bar and drag it up to immediately
to the right of the QuickLaunch icons. Now you've successfully made the
QuickLaunch toolbar shorter and can "grab" the top bar of the Taskbar
and "push" it down to the regular one-tier height.

Right Click on taskbar>Unlock the taskbar>now drag the extra line just
above the quick launch icon.
After resetting lock the taskbar.

If the following diagrams don't look right, change you view options to fixed-width font.

If your toolbars are arranged like so:
