Taskbar, startup menu-unable to access

Hello

My problem is with the taskbar/startup menu-when I log on to windows I am unabl
to click on my taskbar or startup menu. I checked in my control panel and I am unabl
to open the taskbar/startup options icon either

Any help is greatly appreciated
