Taskbar & Start button missing

I have 4 users set up on XP, 2 of us can no longer bring
up the taskbar or start menu. I've tried dragging from
all 4 edges of the screen in case I had accidentally
shrunk the taskbar off the edge of the screen. Any
suggestions?
