Taskbar Problems

My wife's laptop has Xp Home SP2 and all latest updates. It has the Japanese
OS running.

On my account, I dodn't know how I did it, the language bar
(English/Japanese) hogs the entire taskbar.
Any open windows do not appear.
When I minimize them, they shrink "into" the taskbar but do not display.
When I move the language bar out of the taskbar the taskbar disapears to a
line at the bottom. It is unlocked.
I cannot drag it up but the curser changes to the up-down arrows.

Please give me some hints as to what to check.

Do you have the Auto-hide the taskbar turned on?

It was.
I turned this option off then, moved the language bar out of the taskbar.
The same problem. To reiterate, the taskbar is unlocked. I still get the
up-down arrow to move it but it won't budge.
Anything else?
