language bar and taskbar troubles

I'm having trouble with my language and taskbar, at presemt the language bar
is sittuated in the lower left hand corner. When I restore or close the
language bar, all thats left of the taskbar is a small strip at the bottom of
the screen, I tried dragging the bar up but it doesn't move. Also the
programs I am running doesn't appear on task bar. Originaly the language bar
was on the lower right hand corner of the taskbar, I tried moving it to the
right but it doesn't move when I drag the it across the taskbar (The "Lock
the Taskbar" option IS unchecked). There also appears to be a bar under the
taskbar, but all that's visible is a thin strip.

Any help will be appreciated greatly, I am very desprate to correct the
problem.

No I haven't but I am kind of afraid of taking the risk of running a program
of the internet that i know nothing about

That's a prudent attitude, but in this case, your fears are unjustified.
Kelly is an MVP, a frequent contributor here, and her programs and scripts
are excellent and highly unlikely to cause anyone any problems.
